Below I will give 4 quotes which indicate that there may be
other reasons.
Then I will give very good arguments ( from witnesses) that
he probably had nothing to do with the Lockerbie plane-
attack, nor with the bombing of discotheques in Vienna and Berlin. ( 5 and 6)
Finally, some important evidence that Ghadaffi is justified leader of Lybia:

- A journalist sees no Ghadaffi bombs on civilians, but he sees NATO bombs on civilians.

1. The plans to attack Lybia date many years back.
President candidate and American general Wesley Clark :
"As I went back through the Pentagon in october 2001, one of the senior military staff officers had time for a chat. Yes, we were still on track for going against Iraq, he said. But there was more. This was being discussed as part of a five-year campaign plan, he said, and there were a total of seven countries, beginning with Iraq, then Syria, Lebanon, Libya, Iran, Somalia, and Sudan." 2) Six months before their victory the rebels formed a Central Bank !
Georgetown University prof. Carroll Quigley, who was allowed to the inner core of te big International banks for years, wrote in 1966:
“The powers of financial capitalism had another far-reaching aim, nothing less than to create a world system of financial control in private hands able to dominate the political system of each country and the economy of the world as a whole. This system was to be controlled in a feudalist fashion by the central banks of the world acting in concert, by secret agreements arrived at in frequent private meetings and conferences. The apex of the system was to be the Bank for International Settlements in Basel, Switzerland, a private bank owned and controlled by the world’s central banks which were themselves private corporations.” [p.324 of the 1966 MacMillan edition]
We see that the US and Europe are already controlled by the Central Bankers, and that Bankers who caused the economic crises, are the only ones who benefit from it and do not suffer from it. If our politicians were in power, they would not let that happen. But they are not in power. Its the Banks, and the Banks(-friends) who control Academia and the Media.

"Like a number of other countries (Iran, Syria, Sudan, Iraq, Somalia) Libya, too, is not a member of the Bank of International Settlements (BIS). Established in 1930 in Switzerland, BIS serves as an international clearing house for all international transactions."
Note 1 : these are exactly the same 6 countries that Clark spoke about. Except Lebanon.

As far as the Libyan central bank is concerned, a brief look at its website will tell you that prior to the recent troubles, Libya had been preparing to open itself to foreign banks, following the Saudi model (49/51 ownership formula).
Meanwhile, according to the same central bank, Libya had $135 billion in foreign assets as of 2010 -- all invested in the West of course and now frozen. I think Guthman is right.
On the other hand: in the BIS website ( pag 134) I see the 'Bis member Central Banks' , but the FED is not in the list, whereas Ben Bernanke is mentioned as one of the Board members ( pag 135).

( Note: I am not sure about the reliability of 'Crescent' point 4), but Ghadaffi did support African countries and was loyal to them. I.e.: He paid 300 million $ for telephone facilities, for Africa.)
Of course Ghadaffi was a rogue ruler.
Not as rough as Johnson (Vietnam) or the Bushes (Iraq) of course.
But countries like Libya are not easy to rule.
Libya has a lot of riches in its soil and more than one clan would like to posess these riches.
Just talking will not be enough to convince them that this is not a good idea.
A ruler sometimes has to use force, and if he does not use force... his successors will use it and throw him out.
Each ruler has the right to use reasonable force to defend his authority.
I think that Ghadaffi was not more brutal than necessary. ( For instance: I know of 2 men who, independent from each other, plannes a murder on Ghadaffi. They did not get death sentence, but were put in prison.)
Yet he was villified in our media, that is for sure.
But: Why ?
My opinion is : because he did not accept the Big Bankers as his ultimate masters.
You may say: "But wasn't he a terrorist ?
Think of Lockerbie.
Think of the bombings in European discotheques. "
5) Lockerbie.
Lybia was not a suspect for the first 3 years after the disaster.
In the first years after the Lockerbie attack it were Lebanon and Iran and Syria that were seen as the perpetrators of the terror attack. ( Lebanon and Syria, two neighbors of Israel, were vilified.)
Then, in november 1991, for unknown reasons, Lybia was suddenly accused for the attack.
But some deal was made between the US and these countries, probably:
Shortly after that Lebanon freed a hostage, mr. Terry. And Syria and Lebanon had been helpful for the USA in the first Gulf war.

Warnings.
There had been a warning (wikipedia) about the coming attack, two weeks before it happened.
The man who warned blamed the arabs. The only place where the warning was not 'heard' was Frankfurt, the place where it happened. Also the person at the Xray machine in Frankfurt had never heard of semtex, so she was not alert to the semtex that was brought on board. It looks like the mole has to be searched at the Frankfurt Security.
The Dutch documentary says that the warning had the effect that high officials were taken off the plane. People like Pik Botha. ( South African and friend of Israel.)
Why would Lybia warn? But if it were an Israeli false Flag, they needed some warning to be able to take 'their' people off the plane.
Lybia suffered from severe sanctions, and Ghadaffi saw what the Americans did to Iraq in the first Gulf war. Ghadaffi decided to pay the victims of the Lockerbie attack.
This was the only possibility for him top get rid of the sanctions.
But Lybia never admitted that they had done the attack on the plane. They paid 10 million $ per family, on the condition that Lybia would no longer be sanctioned.
When the Americans shot down an Iranian plane, by mistake as they said, they paid 200.000 $ for each of the victims. That is not the only difference: America's guilt was proven, Lybia's guilt was never proven beyond reasonable doubt. Ghadaffi never said that Lybia did the attack. He had no other option than to do what he did.
UN observer: Lockerbie trial is a miscarriage of justice.
It is a well known fact that the witness who accused Ghadaffi of the Lockerbie attack, was paid 2 million $ for his statement.
The UN observer (Kochler) at the court said that the case was 'a miscarriage of justice.'
Also a Scottish commission had grave doubts about the case.
Intelligence services had a lot of influence in the trial.
In 2005 a Scottish police Chief wrote and signed a document in which he said that the CIA planted fake evidence. ( Police affadavit) The same story was earlier told by a former CIA officer. ( The whole 'Police affadavit is to be read below, in green. Just in case it would disappear from the net.)
The two men who made the trial possible think there is no proof at all against Lybia:

"In all the years I have never come across information that showed me that Lybia had done the attack."

"Logically it is not possible to convict one member of a conspiration and say that the other is not guilty."
The Scottisch former judge who organised the whole trial in Holland says in this documentary:
"I am absolutely convinced that on the evidence that was given in this court, a verdict of 'guilty ' against Megrahi was legally unjustified."
"The crucial piece of evidence was not from the plane, but was brought in from America."
Sir Tam Dalyell (43 years member of Parliament, UK) : "I believe that Lybia was scapegoated by America and the UK. They went to war with Iraq, and did not want the enmity with Iran and Syria. To blame the Lybians was politically very convenient. "
Judge Black ans Swire: "Six months before Lockerbie the Americans shot down an Iranian plane with 290 pelgrims. By mistake,as the Americans say. But the responsavble commander was decorated when he came home. It is quite well possible that Lockerbie was a revenge for the Iranian plane."

The reason for the release of the 'terorist' Megrahi had probably more to do with the difficulty that were expected if the whole court-case would be done again, than with the prostate cancer of Megrahi.

In 1986 there were bombings on a Berlin discotheque that was frequented by American soldiers.
Three people died.
Wikipedia: Libya was blamed for the bombing after telex messages had been intercepted from Libya to the Libyan East Berlin embassy congratulating them on a job well done. ss

But was Ghadaffi guilty of this discotheque bombing?
France and Spain had big doubts. It just was not plausible.
Later an ex Mossad agent wrote a book in which he explained that it was a false flag action of Israel.

Note: When East and West Germany reunited and the Stasi books were opened, there was information about possible Lybian embassy people who were then accused of the bombing. Four people were convicted. It was a murky trial, that took 4 years.
Who is right, Ostrovsky or the German judges?
The Israeli's must have been very motivated to debunk Ostrovsky's book.
I have no information about the trial, so have no idea about it.
Fact is that the Lybian who was first accused, went to the police out of his own will.

The American Jewish community was divided into a three-stage action team. First were the individual sayanim (if the situation had been reversed and the United States had convinced Americans working in Israel to work secretly on behalf of the United States, they would be treated as spies by the Israeli government). Then there was the large pro-Israeli lobby. It would mobilize the Jewish community in a forceful effort in whatever direction the Mossad pointed them. And last was B'nai Brith. Members of that organization could be relied on to make friends among non-Jews and tarnish as anti-Semitic whomever they couldn't sway to the Israeli cause. With that sort of one-two-three tactic, there was no way we could strike out.

I nodded. I'd still been in the Mossad when that order was given, and because of my naval background and acquaintance with most of the commanders in the navy, I participated in the planning for the operation as liaison with the navy.
A Trojan was a special communication device that could be planted by naval commandos deep inside enemy territory. The device would act as a relay station for misleading transmissions made by the disinformation unit in the Mossad, called LAP {footnote: LAP: LohAma Psicologit. Psychological warfare, or, as it's known in the West, disinformation}, and intended to be received by American and British listening stations. Originating from an IDF navy ship out at sea, the prerecorded digital transmissions could be picked up only by the Trojan. The device would then rebroadcast the transmission on another frequency, one used for official business in the enemy country, at which point the transmission would finallybe picked up by American ears in Britain.
The listeners would have no doubt they had intercepted a genuine communication, hence the name Trojan, reminiscent of the mythical Trojan horse. Further, the content of the messages, once deciphered, would confirm information from other intelligence sources, namely the Mossad. The only catch was that the Trojan itself would have to be located as close as possible to the normal origin of such transmissions, because of the sophisticated methods of triangulation the Americans and others would use to verify the source.
In the particular operation Ephraim was referring to, two elite units in the military had been made responsible for the delivery of the Trojan device to the proper location. One was the Matkal {footnote: Matkal: Top military reconnaissance unit of the Israeli army} reconnaissance unit and the other was Flotilla 13, the naval commandos. The
{p. 114} commandos were charged with the task of planting the Trojan device in Tripoli, Libya.
On the night of February 17-18, two Israeli missile boats, the SAAR 4-class Moledet, armed with Harpoon and Gabriel surface-tosurface missiles, among other weaponry, and the Geula, a Hohit-class mlsslle boat with a helicopter pad and regular SAAR 4-class armament, conducted what seemed like a routine patrol of the Mediterranean, heading for the Sicilian channel and passing just outside the territorial waters of Libya. Just north of Tripoli, the warships, which were vlsible to radar both in Tripoli and on the Italian island of Lampedusa, slowed down to about four knots - just long enough to allow a team of twelve naval commandos in four wet submarines nicknamed "pigs" and two low-profiled speedboats called "birds" to disembark. The pigs could carry two commandos each and all their fighting gear. The birds, equipped with an MG 7.62-caliber machine gun mounted over the bow and an array of antitank shoulder-carried missiles, could facilitate six commandos each, while towing the empty plgs. The birds brought the pigs as close to the shore as possible, thus cutting down the distance the pigs would have to travel on their own. (The pigs were submersible and silent but relatively slow.)
Two miles off the Libyan coast, the lights of Tripoli could be seen glistening in the southeast. Eight commandos slipped quietly into the plgs and headed for shore. The birds stayed behind at the rendezvous pomt, ready to take action should the situation arise. Once they reached the beach, the commandos left their cigarlike transporters submerged in the shallow water and headed inland, carrying a dark green Trojan cylinder six feet long and seven inches in diameter. It took two men to carry it.
A gray van was parked on the side of the road about one hundred feet from the water, on the coastal highway leading from Sabratah to Tripoli and on to Benghazi. There was hardly any traffic at that time of night. The driver of the van seemed to be repairing a flat tire. He stopped working as the team approached and opened the back doors of the van. He was a Mossad combatant. Without a word said, four of the men entered the van and headed for the city. The other four returned to the water, where they took a defensive position by the submerged pigs. Their job was to hold this position to ensure an escape route for the team now headed for the city.
At the same time, a squadron of Israeli fighters was refueling south of Crete, ready to assist. They were capable of keeping any ground forces away from the commandos, allowing them a not-soclean getaway. At this point, the small commando unit was divided
{p. 115} into three details - its most vulnerable state. Were any of the details to run into enemy forces, they were instructed to act with extreme prejudice before the enemy turned hostile.
The van parked at the back of an apartment building on Al Jamhuriyh Street in Tripoli, less than three blocks away from the Bab al Azizia barracks that were known to house Qadhafi's headquarters and residence. By then, the men in the van had changed into civilian clothing. Two stayed with the van as lookouts and the other two helped the Mossad combatant take the cylinder to the top floor of the five-story building. The cylinder was wrapped in a carpet.
In the apartment, the top section of the cylinder was opened and a small dishlike antenna was unfolded and placed in front of the window facing north. The unit was activated, and the Trojan horse was in place.
The Mossad combatant had rented the apartment for six months and had paid the rent in advance. There was no reason for anyone except the combatant to enter the apartment. However, if someone should decide to do so, the Trojan would self-destruct, taking with it most of the upper part of the building. The three men headed back to the van and to their rendezvous with their friends on the beach.
After dropping the commandos at the beach, the combatant headed back for the city, where he would monitor the Trojan unit for the next few weeks. The commandos wasted no time and headed out to sea. They didn't want to be caught in Libyan waters at daybreak. They reached the birds and headed at full speed to a prearranged pickup coordinate, where they met with the missile boats that had brought them in.
By the end of March, the Americans were already intercepting messages broadcast by the Trojan, which was only activated during heavy communication traffic hours. Using the Trojan, the Mossad tried to make it appear that a long series of terrorist orders were being transmitted to various Libyan embassies around the world (or, as they were called by the Libyans, Peoples' Bureaus). As the Mossad had hoped, the transmissions were deciphered by the Americans and construed as ample proof that the Libyans were active sponsors of terrorism. What's more, the Americans pointed out, Mossad reports confirmed it.
The French and the Spanish, though, were not buying into the new stream of information. To them, it seemed suspicious that suddenly, out of the blue, the Libyans, who'd been extremely careful in the past, would start advertising their future actions. They also found it suspicious that in several instances Mossad reports were worded similarly
{p. 116} to coded Libyan communications. They argued further that, had there truly been after-the-fact Libyan communications regarding the attack, then the terrorist attack on the La Belle discotheque { La Belle discotheque: The terrorist attack on this location was said to have been linked to the Libyans and was the catalyst for the April 14 bombing of Llbya by the Amerlcans} in West Berlin on April 5 could have been prevented, since surely there would have been communications before, enabling intelligence agencies listening in to prevent It. Since the attack wasn't prevented, they reasoned that it must not be the Libyans who did it, and the "new communications" must be bogus. The French and the Spanish were right. The information was bogus, and the Mossad didn't have a clue who planted the bomb that killed one American serviceman and wounded several others. But the Mossad was tied in to many of the European terrorist organizations, and it was convinced that in the volatile atmosphere that had engulfed Europe, a bombing with an American victim was just a matter of time Heads of the Mossad were counting on the American promise to retaliate with vengeance against any country that could be proven to support terrorism. The Trojan gave the Americans the proof they needed. The Mossad also plugged into the equation Qadhafi's lunatic image and momentous declarations, which were really only meant for internal consumption. It must be remembered that Qadhafi had marked a line in the water at that time, closing off the Gulf of Sidra as Libyan territorial waters and calling the new maritime border the line of death (an action that didn't exactly give him a moderate image). Ultimately, the Americans fell for the Mossad ploy head over heels dragging the British and the Germans somewhat reluctantly in with them. Operation Trojan was one of the Mossad's greatest successes. It brought about the air strike on Libya that President Reagan had promised - a strike that had three important consequences. First, it derailed a deal for the release of the American hostages in Lebanon, thus preserving the Hizballah (Party of God) as the number one enemy in the eyes of the West. Second, it sent a message to the entire Arab world, telling them exactly where the United States stood regarding the Arab-Israeli conflict. Third, it boosted the Mossad's image of itself, since it was they who, by ingenious sleight of hand, had prodded the United States to do what was right. It was only the French who didn't buy into the Mossad trick and
{p. 117} were determined not to ally themselves with the aggressive American act. The French refused to allow the American bombers to fly over their territory on their way to attack Libya.
On April 14, 1986, one hundred and sixty American aircraft dropped over sixty tons of bombs on Libya. The attackers bombed Tripoli international airport, Bab al Azizia barracks, Sidi Bilal naval base, the city of Benghazi, and the Benine airfield outside Benghazi. The strike force consisted of two main bodies, one originating in England and the other from flattops in the Mediterranean. From England came twenty-four F-111s from Lakenheath, five EF-111s from Upper Heyford, and twenty-eight refueling tankers from Mildenhall and Fairford. In the attack, the air force F-111s and the EF-111s were joined by eighteen A-6 and A-7 strike and strike support aircraft, six F\A-18 fighters, fourteen EA-6B electronic jammer planes, and other support platforms. The navy planes were catapulted from the carriers Coral Sea and America. On the Libyan side, there were approximately forty civilian casualties, including Qadhafi's adopted daughter. On the American side, a pilot and his weapons officer were killed when their F-111 exploded.
After the bombing, the Hizballah broke off negotiations regarding the hostages they held in Beirut and executed three of them, including one American named Peter Kilburn. As for the French, they were rewarded for their nonparticipation in the attack by the release at the end of June of two French journalists held hostage in Beirut. (As it happened, a stray bomb hit the French embassy in Tripoli during the raid.)
Ephraim had spelled it all out for me and confirmed some of the information I'd already known. He then went on. "After the bombing of Libya, our friend Qadhafi is sure to stay out of the picture for some time. Iraq and Saddam Hussein are the next target. We're starting now to build him up as the big villain. It will take some time, but in the end, there's no doubt it'll work."

{p. 254} In the following weeks, more and more discoveries were made regarding the big gun and other elements of the Saddam war machine. The Mossad had all but saturated the intelligence field with information regarding the evil intentions of Saddam the Terrible, banking on the fact that before long, he'd have enough rope to hang himself. It was very clear what the Mossad's overall goal was. It wanted the West to do its bidding, just as the Americans had in Libya with the bombing of Qadhafi. After all, Israel didn't possess carriers and ample air power, and although it was capable of bombing a refugee camp in Tunis, that was not the same. The Mossad leaders knew that if they could make Saddam appear bad enough and a threat to the Gulf oil supply, of which he'd been the protector up to that point, then the United States and its allies would not let him get away with anything, but would take measures that would all but eliminate his army and his weapons potential, especially if they were led to believe that this might just be their last chance before he went nuclear.

Classic false flag operation: disco La Belle in Berlin?
The bombing of the disco La Belle, in West Berlin, took place on 5 April, 1986.
Two US servicemen and a Turkish woman were killed in the blast.
The Berlin disco bombing was blamed on Libya and used as an excuse for President Reagan's air attack on Libya, on 15 April1986. At least 60 people, including many children, were killed in the bombing of Tripoli and Benghazi.
On 25 August 1998, German TV exposed apparent CIA and Mossad links to the bombing of the disco La Belle.
The German ZDF TV programme Frontal provided evidence that several of the key suspects in the 1986 Berlin disco bombing were intelligence agents working for the USA and Israel.
In 2001, a Libyan diplomat, Musbah Eter, and two Palestinians,Yasser Chraidi and Ali Chanaa, were convicted of aiding in murder, and Chanaa's former German wife, Verena Chanaa, was convicted of murder. They were given sentences of 12 to 14 years in prison.
The 1998 Frontal report claimed that:
1) The main defendant, Yasser Chraidi was being used as a scapegoat by the German and American intelligence services. At one point, a Berlin judge found the evidence against Chraidi so weak that he threatened to release him. This was when Musbah Eter entered the story.
2) At least one of the defendants, Musbah Eter, worked for the CIA.
Frontal refers to a meeting between Eter and the German authorities in Malta in September 1996.
According to Frontal:
Eter was running a business in Malta, a business which was a front organisation for the CIA; Germany wanted Eter on a murder charge; Eter agreed to incriminate Chraidi in return for immunity; Eter travelled to Germany.

According to Frontal, Eter is "the key figure in the La Belle trial"; in1986 Eter paid regular visits to the US embassy; Eter admitted that he brought the operating instructions for the bomb to the flat of a codefendant.
3) Some of the key suspects did not appear in court, because they are being protected by Western intelligence services.
Frontal asserts that an additional group was involved in the La Belle bombing - a group of mercenaries, led by "Mahmoud" Abu Jaber. Reportedly the USA planned to use "Mahmoud" to invent a case that Libya was involved in the attack.
4) Mohammed Amairi, the right-hand man of "Mahmoud" Abu Jaber is an agent of Mossad.
According to Frontal, Mohammed Amairi "was particularly involved in the preparation of the La Belle attack."

Amairi left Germany for Norway in 1990, when a warrant was issued for his arrest. He now lives in the Norwegian town of Bergen, where Frontal found and interviewed him. He stopped the interview when he was asked what secret service he had been working for. His lawyer, Odd Drevland, finally told the story.
When Amairi moved to Norway he was arrested and branded "a danger to the country" on the front page of tabloids. But then the Israeli secret service Mossad took charge of him and "everything changed."
"Was Amairi a Mossad agent?" asked Frontal. "He was a Mossad man," answered Drevland.
In the meantime, Norway has granted asylum to Amairi and he will soon receive Norwegian citizenship. The Berlin prosecutor has lifted the warrant against him.

A FORMER Scottish police chief has given lawyers a signed statement claiming that key evidence in the Lockerbie bombing trial was fabricated.
The retired officer - of assistant chief constable rank or higher - has testified that the CIA planted the tiny fragment of circuit board crucial in convicting a Libyan for the 1989 mass murder of 270 people.
The police chief, whose identity has
not yet been revealed, gave the statement to lawyers representing Abdelbaset Ali Mohmed Al Megrahi, currently serving a life sentence in Greenock Prison.
The evidence will form a crucial part of Megrahi's attempt to have a retrial ordered by the Scottish Criminal Cases Review Commission (SCCRC). The claims pose a potentially devastating threat to the reputation of the entire Scottish legal system.
The officer, who was a member of the Association of Chief Police Officers Scotland, is supporting earlier claims by a former CIA agent that his bosses "wrote the script" to incriminate Libya.
Last night, George Esson, who was Chief Constable of Dumfries and Galloway when Megrahi was indicted for mass murder, confirmed he was aware of the development.
But Esson, who retired in 1994, questioned the officer's motives. He said: "Any police officer who believed they had knowledge of any element of fabrication in any criminal case would have a duty to act on that. Failure to do so would call into question their integrity, and I can't help but question their motive for raising the matter now."
Other important questions remain unanswered, such as how the officer learned of the alleged conspiracy and whether he was directly involved in the inquiry. But sources close to Megrahi's legal team believe they may have finally discovered the evidence that could demolish the case against him.
An insider told Scotland on Sunday that the retired officer approached them after Megrahi's appeal - before a bench of five Scottish judges - was dismissed in 2002.
The insider said: "He said he believed he had crucial information. A meeting was set up and he gave a statement that supported the long-standing rumours that the key piece of evidence, a fragment of circuit board from a timing device that implicated Libya, had been planted by US agents.
"Asked why he had not come forward before, he admitted he'd been wary of breaking ranks, afraid of being vilified.
"He also said that at the time he became aware of the matter, no one really believed there would ever be a trial. When it did come about, he believed both accused would be acquitted. When Megrahi was convicted, he told himself he'd be cleared at appeal."
The source added: "When that also failed, he explained he felt he had to come forward.
"He has confirmed that parts of the case were fabricated and that evidence was planted. At first he requested anonymity, but has backed down and will be identified if and when the case returns to the appeal court."
The vital evidence that linked the bombing of Pan Am 103 to Megrahi was a tiny fragment of circuit board which investigators found in a wooded area many miles from Lockerbie months after the atrocity.
The fragment was later identified by the FBI's Thomas Thurman as being part of a sophisticated timer device used to detonate explosives, and manufactured by the Swiss firm Mebo, which supplied it only to Libya and the East German Stasi.
At one time, Megrahi, a Libyan intelligence agent, was such a regular visitor to Mebo that he had his own office in the firm's headquarters.
The fragment of circuit board therefore enabled Libya - and Megrahi - to be placed at the heart of the investigation. However, Thurman was later unmasked as a fraud who had given false evidence in American murder trials, and it emerged that he had little in the way of scientific qualifications.
Then, in 2003, a retired CIA officer gave a statement to Megrahi's lawyers in which he alleged evidence had been planted.
The decision of a former Scottish police chief to back this claim could add enormous weight to what has previously been dismissed as a wild conspiracy theory. It has long been rumoured the fragment was planted to implicate Libya for political reasons.
The first suspects in the case were the Syrian-led Popular Front for the Liberation of Palestine - General Command (PFLP-GC), a terror group backed by Iranian cash. But the first Gulf War altered diplomatic relations with Middle East nations, and Libya became the pariah state.
Following the trial, legal observers from around the world, including senior United Nations officials, expressed disquiet about the verdict and the conduct of the proceedings at Camp Zeist, Holland. Those doubts were first fuelled when internal documents emerged from the offices of the US Defence Intelligence Agency. Dated 1994, more than two years after the Libyans were identified to the world as the bombers, they still described the PFLP-GC as the Lockerbie bombers.
A source close to Megrahi's defence said: "Britain and the US were telling the world it was Libya, but in their private communications they acknowledged that they knew it was the PFLP-GC.
"The case is starting to unravel largely because when they wrote the script, they never expected to have to act it out. Nobody expected agreement for a trial to be reached, but it was, and in preparing a manufactured case, mistakes were made."
Dr Jim Swire, who has publicly expressed his belief in Megrahi's innocence, said it was quite right that all relevant information now be put to the SCCRC.
Swire, whose daughter Flora was killed in the atrocity, said last night: "I am aware that there have been doubts about how some of the evidence in the case came to be presented in court.
"It is in all our interests that areas of doubt are thoroughly examined."
A spokeswoman for the Crown Office said: "As this case is currently being examined by the SCCRC, it would be inappropriate to comment."
No one from the Association of Chief Police Officers in Scotland was available to comment.

27 August 1998A documentary broadcast August 25 by German public television presents compelling evidence that some of the main suspects in the 1986 Berlin disco bombing, the event that provided the pretext for a US air assault on Libya, worked for American and Israeli intelligence.The report, aired by Zweites Deutsches Fernsehen (ZDF television), is of the greatest relevance to events of the past three weeks, in which attacks on US embassies in Kenya and Tanzania have become the justification for US missile strikes against Afghanistan and Sudan, and a shift in American foreign policy to an even more unbridled use of military force internationally.With Washington declaring "war against terrorism" and arrogating to itself the right to use its military might unilaterally against any target anywhere in the world, the German TV report raises the most serious and disturbing questions. All the more so, since the US media and leading Republican politicians, within hours of the American embassy bombings, began citing Reagan's 1986 air attack on Libya as an exemplary response to terrorist attacks, and pressed Clinton to carry out similar military action.The air strike on Libya
On April 15, 1986 US war planes bombed the Libyan cities of Tripoli and Benghazi. They destroyed the home of Libyan leader Muammar Gaddafi and killed at least 30 civilians, including many children. Gaddafi himself, the main target of the air strike, was not hurt.Two hours later President Ronald Reagan justified the unprecedented attack on a sovereign country and its head of state in a national television address. The US, Reagan claimed, had "direct, precise and irrefutable" proof that Libya was responsible for a bomb blast in a West Berlin discotheque. The explosion 10 days earlier at the disco La Belle, a favorite nightspot for US soldiers, had killed three people and injured 200.Since November of 1997 five defendants have been on trial in a Berlin court for their alleged involvement in the La Belle attack. But in the course of more than half a year the case has proceeded very slowly. ZDF television, which carried out its own investigation into the case, explained why in the August 25 documentary produced by its political magazine Frontal.What the German documentary reveals
The Frontal report arrives at the following conclusions:1) The lead defendant presently on trial, Yasser Chraidi, is very possibly innocent, and is being used as a scapegoat by German and American intelligence services.2) At least one of the defendants, Musbah Eter, has been working for the CIA over many years.3) Some of the key suspects have not appeared in court, because they are being protected by Western intelligence services.4) At least one of those, Mohammed Amairi, is an agent of Mossad, the Israeli secret service.The man charged with being the mastermind of the La Belle attack, 38-year-old Yasser Chraidi, was a driver at the Libyan embassy in East Berlin in 1986. He later moved to Lebanon, from whence he was extradited to Germany in May 1996.Frontal interviewed the two Lebanese responsible for the extradition of Chraidi: the former public prosecutor Mounif Oueidat and his deputy Mrad Azoury. Both confirm that the German authorities used deceit to have Chraidi extradited.According to Azoury, he received no evidence that Chraidi was actually involved in the attack; there were only "hints." Oueidat states that the Germans showed tremendous interest in getting Chraidi. "The Americans were behind this demand," he says. "This was obvious. They spurred on the Germans to speed up the extradition."Eventually Chraidi, declared to be a "top terrorist," was flown to Germany in a spectacular security operation. But a Berlin judge found the evidence presented by the prosecution so weak, he threatened to release Chraidi within three weeks unless more proof was presented.At this point another man was brought into the case, who, according to Frontal, "was obviously supposed to be spared by the prosecution until then." On September 9, 1996, the very day the Berlin judge threatened to release Chraidi, Berlin public prosecutor Detlev Mehlis, Berlin police inspector Uwe Wilhelms and a Mr. Winterstein of the German Federal Intelligence Service (BND) met Musbah Eter in the Mediterranean island state of Malta.CIA involvement
The meeting had been prepared by the BND, which maintains close connections to its American counterpart, the CIA. Musbah Eter was running an international business in Malta, which, according to Frontal, served as a cover for extensive intelligence operations on behalf of the CIA.The German authorities wanted him on a murder charge. But during the Malta meeting a deal was struck: "Immunity for Eter, if he incriminates Chraidi for La Belle." The next day Eter went to the German embassy and testified. As a result, the warrant against him was scrapped and he was allowed to travel to Germany.In the words of Frontal, Eter is "the key figure in the La Belle trial." At the time of the disco bomb attack he worked for the Libyan embassy in East Berlin. But he paid regular visits to the US embassy. According to Christian Ströbele, the lawyer for Chraidi, this highly unusual fact is proven by extensive notes of the East German secret police, who watched Eter very closely at the time.There are many indications that Eter was actively involved in the La Belle bombing. According to interrogation transcripts studied by Frontal, he had the detailed knowledge of a participant. He even admitted that he brought the operating instructions for the bomb to the flat of a codefendant.Frontal asserts that besides the defendants in the present trial, another group was involved in the La Belle bombing--a group of professional terrorists, working for anybody who paid them, led by a certain "Mahmoud" Abu Jaber. Members of this group, according to Frontal, "have barely been bothered by the prosecution and live securely in other countries."In the months preceding the La Belle attack they lived in East Berlin and met, almost on a daily basis, with the present defendants. Hours before the attack they moved to West Berlin, where the bomb exploded. Their movements were monitored by the East German and Russian secret services, who concluded that they were working for Western intelligence.The Russian KGB, in a document cited by Frontal, gave the opinion that American counterintelligence planned to use "Mahmoud" to concoct a case for the involvement of Libyan terrorists in the attack. "But one thing is certain, the American legend of Libyan state terrorism can no longer be maintained."There are striking parallels between the 1986 bombing of Libya and last week's missile strikes against targets in Sudan and Afghanistan. Once again Washington claims to have "proof" to justify its use of deadly force. But as the Frontal report shows, such claims cannot be trusted. Twelve years after the bombing of Libya, Reagan's proof turns out to be anything but irrefutable. Instead there is powerful evidence that the La Belle attack was a carefully prepared provocation.It may come as a shock to many Americans, all the more so given the utterly venal and lying role of the US media, but US intelligence services are well versed in the most unscrupulous and bloody methods, not excluding those that result in injury or death to Americans. No serious consideration of the August 7 East African bombings can rule out the possibility of a provocation, organized either directly or indirectly by US agencies.Certainly the US embassy bombings, with their terrible human toll--for the most part, African--provided a welcome pretext for forcing through a desired shift in policy and obtaining public support for unilateral military action. Indeed, within hours of the US embassy bombings, the International Herald Tribune had published a column declaring the attacks were "acts of war and the United States could take reprisals against the bombers under international law without the approval of the United Nations."We wait with interest to see whether any of the American television networks--CBS, NBC, ABC, CNN--or any of the establishment newspapers will even take note of the German exposé of the events surrounding the bombing of Libya.
